As regards the General Agent. You say that people have been

officially advised to go to the General Agent. What is the basis

of that suggestion?

A notice outside your office.

Do you know what it says?

I don't it is in Chinese,

If it says merely 'persons may have their photographs taken in

this building at cost of so much' would that constitute an

official advice to go to a General Agent?

No, but there were several notices outside that door.

There are now, yes. Assuming you wished to obtain one of my permits but were disinclined to come to the office yourself and asked a friend to hand in your application; later, similarly disinclined, when you think the permit is ready, you give your friend the money and tell him to go and pay and take delivery of

your permit

would you hold that your friend is receiving revenue

on behalf of the Goverment?

NO.

If you go to a solicitor, who is not a friend, and get him to get your application in and to take delivery of the permit, would you suggest that the solicitor is receiving money or handling

money on behalf of the government?

NO.

It is not goyerment money until it is paid into the hands of a

goverment official?

Or the agent of Government.

So that if a person acted as a general agent for the purpose of enabling the public to complete their application forms and giving them such advice as may be necessary as to what evidence

will be likely to be demanded in the forms, and taking their

money from them undertaking to put everything through for them

in the same way a solicitor does, would you hold that he was

handling government funds?

If he were chosen by the individuals concerned he would not be

handling government funds.
